Miami County Solid Waste District
Minutes for the January 16, 2007 Meeting

Attendance: Greg Deeds, Craig Boyer, Shirley Mull, Gary Hawley, Dale Wortinger, John Haines, Samantha Ward and David Grund. Absent: Jim Walker and Lance Gallahan.

At 8:14 A.M. the meeting was called to order by Greg Deeds.

The minutes of the December 18, 2006 meeting were read. Gary Hawley motioned to approve the minutes as is, Craig Boyer seconded, motion passed.

The January 2007 financial statement was presented. R&B Contractor didn’t get their bill to the office in time to be added to the Financial Statement. Gary Hawley motioned to approve the financial statement, Craig Boyer seconded, motion passed.

Presented several billing issues to the board. Our office provided the board with a list of tenants from Grissom Redevelopment who are questioning if they have to pay the bill for the Solid Waste Fee. The board had stated previously that if the property is able to be rented, then the bill is assessed to the property and should be paid. Gary Hawley motioned for all the listed properties to pay the Solid Waste charge, Shirley Mull seconded. Motion passed 3-1.

Bob Davis attended the meeting and presented several questions to the board and the position on vacant lots in mobile home parks. Water, sewage, and electrical hookups are located on all lots, whether there is a mobile home on the lot or not. Township trustees provide the Assessor’s office with a mobile home report on or before January 15 of the current calendar year. The Solid Waste bills are for the period of January 1-December 31 of the current calendar year, and are charged as services AVAILABLE, and not services RENDERED. Mobile homes are typically more transient and easier to move in and out of parks. Craig Boyer motioned to allow for vacant lots as of January 1. Motion died for lack of a second. Gary Hawley motioned to leave the 2006 billing corrections to be paid as is; Shirley Mull seconded. Motion passed. John will then research the MH Park vacancy rate throughout the county for feasibility of a percentage discount and/or possible adjustments for the February meeting.

Presented contract from WARU for radio advertising. The bid is $400.00 per month, and includes commercials, live broadcasts, and the daily weather rotator. This is the same price as last year’s contract. Craig Boyer motioned to approve the contract, Shirley Mull seconded, motion passed.

Presented bids on the informational flyers that are sent to the county residents with the yearly schedule on them. Gary Hawley motioned to use Modern Graphics since they are a local business, Craig Boyer seconded, motion passed.

Noted the April Beautification Day will be moved to April 14, making it closer to the end of the county school’s spring breaks.

Motion to adjourn 9:12 AM, motion passed.
